Cognizance can be taken by the Inspector - cognizance can be taken by the Inspector FIR - quashing of - primary plea raised by the petitioner is that no FIR under the Act can be registered and cognizance for the offences under the Act can only be taken on a complaint filed by the Drugs Inspector-cognizance of the offence can be taken on the basis of a complaint by the Inspector and other persons mentioned and so it would not be in itself sufficient to quash this FIR on the ground that complaint can only be filed by Inspector. The petitioner can raise all these pleas that are available to him before the Trial Court. The Trial Court would also see in case Civil Surgeon, Faridabad, would be entitled to file a complaint or lodge an FIR in this case and that if he can be a person aggrieved of the offence.
