The accused is not absolved of the criminal liability under Section 18( c) of the Act merely because negotiations were going on with the Government. - Where offence has been committed under any provision of law in vogue, the fact that some negotiations are going on which may alter the liability of the accused would not turn back the wheel of the time and obliterate the commission of the act constituting the offence. The liability of the petitioner under Section 18(c) r/w Section 27 is not changed and Court could not be said to have committed any error by not permitting the examination of witnesses from the other States.
